It's a background character who gained significant popularity, nicknamed "Dr. Whooves" by the fandom, then named Time Turner, THEN officially named Dr. Hooves. The cutie mark is supposed to be an hourglass and was named for his resemblance to one of the Doctors in Doctor Who.

I was misled by the color scheme into expecting a different species until I was about halfway done.
