Cute subject! I'm used to calling this a "floatie" or a "life preserver." In my area a "buoy" has more of of a vertical shape and often with a bell or light atop and used to control boat traffic.

"Lifebuoy" is actually correct. If you do an image search on the word, an inflatable ring is exactly what you'll see.
