Yes. Alcohol when you're freezing just increases the rate at which you lose body heat. But once you've been rescued and are in a warm environment where the loss of body heat is not dangerous, it increases the flow of blood to the extremities so the feeling of cold is more rapidly dissipated. I'd imagine it also reduces the risk of frostbite to those extremities.
