So I keep coming back to the picture. I thought it was a bucket for the longest time. Is it a downspout? (If you want to respond, the spoiler icon is the third from the left under the comment box).

Yes, it is a downspout. The black/dark grey "stripe" is the clip to hold it to the structure. Above the clip is the vertical part of the spout.
