Sorry - it's good - but I don't get it?
If you read it backwards - TCP - it gives you a brand of antiseptic found it England. (For making that stupid comment - I should be "certified" - this is an old phrase meaning to be locked up when insane for the protection of youself or others).

This is the logo of Росстандарт (Rosstandart), which is Russia's federal agency for standards and metrology. In the UK, the closest equivalent that I found is the former National Measurement and Regulation Office, which in 2016 became part of Regulatory Delivery when the Departments of Business and Energy merged. Regulatory Delivery in turn became the Office for Product Safety and Standards in 2018.
