I think the thing ggg is asking about is a ladder bolted down on the right and extending down off-screen on the left. The kind of ladder you might find nearby a rooftop helipad.

Though of course you wouldn't land on an actual roof that was so small the helicopter was near enough to the edge for the ladder to be in frame like this.
