I thought a woman with an apron too. Belle perhaps was a good guess. But on reflection, the "apron" part looks bell like.

Antique porcelain dinner bells were sometimes shaped like women in skirts and aprons, but that wouldn't have the bottom row. It also isn't a mistake for belle, because that skirt would be much wider. So I just don't get the title.
