No they aren't. They're amazing little creatures, that we have domesticated, by later abandoned. They're clean, intelligent, and very sociable.

They're not "toxic". Yes, their droppings may be acidic, but that is because they are forced to eat literal garbage, because we took them out of their natural habitats, and bred them for thousands of years to rely on us for food, and then just left them to fend for themselves. A well taken care of pigeon is in no way different in their cleanliness than a budgie.
It's like saying that all dogs are dirty and unworthy of love just because you saw a matted mangy stray dog once...

Note: I said these are gangsters at my house. It appears that your experience is far different. They must not come in droves swooping into your yard in the desert,away from the city, driving all the other birds away and stealing their food. :D
