"Catto" is an endearing slang for "cat". Giving someone the "side eye" means being judgemental of someone's actions/opinions. You know when someone says something so stupid it makes you raise an eyebrow and go "..really"? That's you giving them the side eye. So all in all, it's a cartoon cat sneering at someone having done or said something silly. Hope that helped!
