In this case ball refers to the social event with the elegant clothes and dancing etc., not the toy.

In the mid-1800s, that's what a ball gown would have been. Whatever was/is the height of fashion, that's what a ball gown is. (And the skirts you're thinking of are called hoop skirts.)
