One never gets an explanation. I think they felt this one was derivative of others like it, but it isn't.

They never tell you why, but usually you can guess. For this one, I think they mistakenly felt it was a duplicate.

Good question -- No. This other site will host any nonogram. The row/col clues are just listed in the URL, so make up an URL and you have a puzzle. The interface isn't as good, it is true, but it is a lot better than doing them on paper. That other site has all kinds of other puzzles, too.
