I think @John_Robertshaw is correct. It looks like a nor gate, but some of the symbols could be transistors, diodes, or ground.

Nope, not a NOR gate.
There are two transistors in a strange configuration. As soon as the FET transistor (right) goes on, the second transistor (left) pulls its gate down to zero. Resetting so the FET goes on again.
But there are no capacitors, so it seems the top right LED flashes so quick that you can't see it flicker even. The two resistors are probably current limiters.
