Definitely more challenging to get going without using Xs...until you hit the sweet spot and off we gooooo...

The site doesn't think. Ratings are derived from the users' assessments. For a brand new puzzle, the site does assign a standard value (and 2.5 sounds about right) and probably doesn't change it until X number of solvers have rated it.
