So there's a money bag with the Ruble sign on it, and what could be a stack of coins. Ruble is РУБЛЬ in Cyrillic. But if I substitute Е for Ь it still says rubles in gargle translate, so that is no help. I also tried with the words for money and coins with no luck. Does anyone know what the giant open quote mark means?

The quote mark is remove a letter from the side of the word, so in this case, the end.
