Capstan is шпиль in Russian.
23 5 refers to the ship's water line.
Man (with unequal legs) is unloading sacks so, as a result the ship will rise in the water.
Trouble is that the ship is not tied to the шпиль & will float away!
Oh and yes - the man with the legs is singing as he works:
"Day after day I'm more confused
Yet I look for the light through the pourin' rain
You know that's a game that I hate to lose
And I'm feeling the strain
Ah, ain't it a shame?
Oh, give me the beat, boys, and free my soul
I wanna get lost in your Rock 'n' Roll
