I'm gonna have to say you called that perfectly down to the expression.

I think all puzzles start off with a 2 star difficulty rating. As more people add their reviews, the rating changes. As of this moment, the rating is 2.5. I wouldn't be surprised if it went up a little more but the tame it is settled.
You might also notice that for very new puzzles, there is no button at the top to look at the statistics. (how many people have done the puzzle and the average times). They must wait for a certain number to complete the puzzle before they report statistics.
