I'm with you! That was really hard. Lots of nibbling off just one square at a time. I got stuck several times.

Sometimes a low rating implies that the puzzle was just added and people haven't had a chance to comment yet.
Interesting. I just noticed that most of the puzzles let you check statistics to see a bar graph of how many people have completed the puzzle and their solving times. This puzzle, and some other new ones, don't have that button near the top. Maybe they don't change the difficulty ratings until enough people have commented.

The difficulty rating that is shown starts near the middle of the range, and is adjusted based on the difficulty rating given by people who have solved the puzzle. I assume that it changes with each rating given; a difficult puzzle will have its rating gradually increase as more people rank it.
And the bar chart wouldn't be meaningful when only a few people have solved the puzzle; again, I assume that it isn't displayed until some number of people have completed it.
