I was leaning more towards Dynomutt, and after comparing them I was thinking it could be either one - but then I realize that the ears are a giveaway.
Even if it were wearing the collared cape of Dynomutt, you'd be able to see the short, upright pinscher-like ears. But even if they aren't well defined at the bottom, that does look more like Phooey's long, fluffy, cocker-spaniel-like ears.
