It's an ink blotter, the curved under-surface had blotting paper attached, then rolled on the freshly written wet ink.

I was sure it was going to be an alligator! Not until I put in the last few squares did I realize something else was going on! So funny how we see what we expect to see! ha!

A good solve; it rewarded patience, and was an unexpected image. It is indeed what TC said, and not used much anymore by most people.
