It goes against everything I believe in to explain a joke, but I think an explanation is warranted here.
Computers use binary arithmetic; the only digits are 0 and 1. To be more readable and concise, octal (base 8) notation is sometimes used (not by the computer itself, but in human-readable publishing about computer stuff).
The decimal number 25 (2 tens, 5 ones) is written as 31 (3 eights, 1 one) in octal format. Hence oct 31 = dec 25.

Actually, I would have understood if you had written it in zeros and ones. I was not familiar with the octal format. Thanks for teaching me something today.
