That doesn't quite fit. He stole 15; there was no "0" (not even as a leading digit). I think the digits shown are symbolic ... as are his ethics. He's satisfied with stealing 15, grieves over the 5, clears his conscience by returning 10, and keeps a good profit.
reply... but the phrasing suggests that those two puzzles were published out of order -- he returned the 10, then grieved over the remaining 5 (which still leaves him with a profit, but also with the grief).
reply... and then there's the fire being put out ( www.nonograms.org/nonograms/i/30801 ), that doesn't seem to be related to the crime spree -- maybe that was published out of order as well.
