None of the explanations above are convincing. What's happening here?
The title of the Russian version of the puzzle is "Барина видел.ну по времени как носит", which Google translates to "I saw the master. Well, according to the time he wears it". Something about the master's age? or the time he's been master? master of what?

"Барина видел. ну по времени как носит." "Барина" is an archaic term for a landowner. In Russian, you can leave out the subject pronoun, so it could perhaps mean something like, "I saw the Baron. Well, I should do what's expected of me in accordance with the times."
