In the Cyrillic alphabet, <Ш> makes the "sh" sound, and <X> makes a velar fricative sound, like German <CH> and Spanish <J>.
It comes from Persian "shah mat", which is where English "checkmate" also comes from (chess came to Europe from the Persians). It basically means "the king is defeated".
