If you truly think that every mention of the number 69 is a reference to a sexual position, you need to do some studying of history. The number has plenty of other cultural realms of significance.
And considering that the 1960s was the period where bikinis exploded into the culture and the number of iconic representations of sex symbols in bikinis that existed in 1960s, it's quite likely that the 69 in this title is a reference to 1969. It's certainly a hell of a lot more likely than it being a reference to the most overrated sexual position in history.
In fact, the invention of tan-through bikini material was in 1969. And it's possible that someone might associate Raquel Welch's famous poster, in the leather bikini, with 1969 - though the actual film it was from came out in 1966, it was an immensely popular poster for years afterwards. And thanks to Shawshank, that image has remained iconic for subsequent generations.
