Given the earrings, hairstyle, headband and off-the-shoulder top in the picture, I'd say the only reason to assume it's a pic of this singer, is if she's in the habit of dressing as the Disney Princess of the same name. https://princess.disney.com/jasmine

I tried both full scale and thumbnail, but I don't see any resemblance what so ever. At first the necklace looked like a chin and the mouth like a moustache.

The gaps in her necklace and hair are confusing.
When you fix them, the picture looks better.
Not a Russian singer, by the way, Disney character "Jasmine".
