I don't know what is means but I enjoyed working it.
replyI half get it - a rebus is a puzzle - an example in English would be to have the word STORM above the line & TH below it. This gives you TH(under)STORM.
Applying the same logic would give you POK(under)A - come on you bright lot - help me out!

I'm sure this ISN'T the answer, but the bottom part spells the name of a company, so this could represent the presidency of that company: "Atop -----" ( I know, John, It's a lame answer but I tried.)
replyWe need to continually remind ourselves that this is a Russian website. I went to the nonograms.ru site and found the same puzzle there. There 25-30 comments and most contain the word "подарок" which seems to translate to "gift". Probably best not to spend a lot of time trying to interpret this one through the English language.

Text on the bottom isn't "Pok" - it's in Russian, so it's "Rok" (Cyrillic letter R looks the same as Latin letter P)
Now what you have is "под A рок" which you put together to get the word "подарок" (gift)
