Here's my attempt at finding meaning. Charl cares deeply for animals and its cold where he lives so he dresses up his puppy with a hat and warm coat before taking it out for walks. Charl is a caring person ... with a wicked sense of humour.

I would rather call it "hat on my something." Not saying this is bad, just weird.
My first thought was that it has a skull face, but I greatly prefer the furry animal hypothesis
