I would consider this puzzle broken. Or, at least borderline broken. You have to brute force in three locations to discover which guesses result in dead ends and that's not the sort of puzzle this website is known for.
There is no logical solution.
The difficulty rating should be much higher, or the puzzle should be removed.
If you want to give the broken technique a go, do all the regular techniques until you get an empty splotch in the upper right and the number clues cease to provide a way forward. Then, focus on the line segments with exposed ends and find out what happens if you guess. Put X's where none of the guesses can reach. Abandon guesses when they intersect with other line segments in a way that the number clues won't support.
Also, it's not that great of a picture, given the effort to "solve" it.

I enjoyed this puzzle very much and don't agree with you that it is broken. I had to use a hint once, because I saw no logical solutions, but it turned out to be my mistake. So good effort.
replyI would say it's not broken. But I must admit, that it needs deeper thinking at one point.
